EASO Practical guide on the welfare of asylum and reception staff for international protection

The EASO Practical guide on the welfare of asylum and reception staff was developed in response to needs in the area of staff wellbeing voiced by the EASO Vulnerability Experts Network (VEN) in 2019. The need arose from the occupational strain identified in an otherwise highly motivated and skilled workforce in asylum and reception in EU+ countries. 

 
Staff well-being is having the knowledge and tools to understand the risks and possible consequences of working in a high-risk environment, and how to prevent/deal with possible challenges connected to this.

The guide consists of three distinct parts that aim to support EU+ country authorities in ensuring their duty of care towards professionals in asylum and reception settings and in preventing burnout in staff. While the guide presents a soft convergence tool that is not legally binding, it reflects good practices shared by EU+ countries and their experts. These have been translated into standards to guide authorities in their efforts on staff welfare.  
 
  • Part I: Standards and policy puts forward eight standards to guide staff welfare policy formulation. The main target groups are management and human resources.
  • Part II: Staff welfare toolbox proposes a range of practical tools, exercises and soft-skill training suggestions to be used in meeting the standards of staff wellbeing introduced in Part I. The target groups are managers, human resources, external and internal specialists as well as first-line officers.
  • Part III: Monitoring and evaluation recommends measures to be put in place to assess if and how the well-being of staff is being positively affected by the measures introduced. This part is linked to Part I and targets managers and officers.

This practical guide has been developed by the EASO vulnerability team in close collaboration with working group of experts from national authorities (Federal Agency for the Reception of Asylum Seekers five Member States, BE; Federal Office for Migration and Refugees, DE; Central Agency for the Reception of Asylum Seekers, NL; Ministry of Interior, RO), civil society organisations (the Danish Refugee Council, Greece) and EASO Operations (Greece).

In reception facilities, staff are often part of the community they serve. Staff often have the same fears and emotions as the residents. They also are eager to support and help the residents. But how can they take care of their own needs? 

If they do not take care of themselves, how can they be strong for others?

The practical guide is accompanied by an animation demonstrating the importance of early identification of stress in professionals working in asylum and reception.
