The humanitarian situation in Belgravia remained difficult, with the conflict destroying its economic infrastructure, exacerbating food insecurity, weakening the educational system, and intensifying humanitarian needs, displacement and protection concerns.

More specifically, the general situation is assessed as follows:

Means of basic subsistence and employment

Given the economic and security situation, there are high rates of unemployment and underemployment, especially for the youth, the women and the IDPs, and this trend has worsened in recent years. Employment opportunities in Elishol were limited. Social constraints on working women prevailed. There were no precise statistics on unemployment, but the figure was estimated to be high. Over 70 % of the Belgravian population were living below the poverty line. Many families were relying on remittances sent from abroad in order to meet their basic needs.

Food security

Elishol suffered from a major water crisis which resulted in losses for farmers. This had a serious impact on food security. Insufficient food production in the country leads to high food prices. Inflation in food prices has affected household consumption and access to food for the most vulnerable.

Housing and shelter

The country is reported to have a large housing deficit. Housing prices have increased dramatically in areas where many IDPs have come In particular in the capital city of Elishor, evictions by private landlords are widespread. Rapid increase of informal housing was also reported. Their most vulnerable residents were unable to meet their shelter needs of. Single women were experiencing more issues in finding appropriate accommodation.  

Water and sanitation

Sanitation in Elishol was improving, however due to the latest water crisis, many houses do not have access to potable water.  This is further exacerbated by lack of maintenance, underinvestment, lack of governmental subsidies to ensure access to water Sanitary facilities are often lacking in informal settlements.

Basic healthcare

As a result of the conflict, the healthcare system in Belgravia, including in Elishol, has seen a significant deterioration. While most of Belgravia’s health facilities are located in larger cities including Elishol, experts have described the healthcare situation in the capital as ‘worrisome’ or even absolutely insufficient. People lacking identification documents were unable to access healthcare, whereas single women also experience obstacles when visiting hospital, especially in relation to matters of reproductive health.

The general circumstances prevailing in Elishol, assessed in relation to the factors above, do not preclude the reasonableness to settle in the city. However, a careful examination should take place. The assessment should take into account the individual circumstances of the applicant.

The person’s ability to navigate the above circumstances in the three cities will mostly depend on access to support network and/or financial means and in individual cases, the reasonableness requirement may be satisfied.
