In case the criterion of ‘safety’ is satisfied, as a next step, it has to be established whether an applicant can safely and legally travel and gain admittance to Elishol.

The general situation and the individual circumstances of the applicant should be taken into account in this assessment.  

  • Safely travel: there should be a safe route, through which the applicant can practically travel without undue difficulty, so that he or she can access the area of IPA without serious risks. In this regard, the assessment of the travel route from the airport to the city is part of the ‘safe travel’ criterion and has to be assessed carefully based on relevant COI.

Elishol has an international airport, from which both international and domestic flights are taking place. Some state-manned checkpoints in Elishol manned by security forces are meant to ensure safety in the city. People reported fear going through checkpoints because of corrupt police officers. Persons without identification documents are more vulnerable to ill-treatment at checkpoints. Women travelling without a male companion are susceptible to verbal abuse.

  • Legally travel: there should be no legal obstacles that prevent the applicant from travelling to the safe area.

To access Belgravia by air or land, Belgravian citizens require passport. Members of ethnic minorities, especially those who have been absent from Belgravia for a long period of time, might face some obstacles to issue identification documents.

  • Gain admittance: the applicant should be allowed to access the safe area by the actor(s) who control it.

There are no legal or administrative restrictions or requirements for Belgravia to be admitted in any part of the country.

The individual circumstances of the applicant should also be taken into account when assessing whether they can safely and legally travel and gain admittance to a part of the country.

The requirement of safety may be satisfied in the city of Elishol, depending on the profile and the individual circumstances of the applicant.
