Description

Description

The aim of this module is to provide officials working in the Dublin unit with the skills and knowledge needed to apply the Dublin III regulation in line with the EU asylum acquis and in accordance with international human rights legal instruments.
This module focuses on the basic function and scope of the Dublin system and its rules and procedures. It helps learners to familiarise themselves with Eurodac (the EU’s asylum fingerprint database) and the DubliNet electronic network.

LEARNING OUTCOMES

  1. Determine the responsible Member State by applying the responsibility criteria and the procedural rules and by using the tools set out in the Dublin regulation and its implementing regulation
  2. Recognise situations where derogation from the mechanical application of the Dublin regulation needs to be considered and outline a reasoned solution to the situation

This module is delivered through a blended learning methodology (online and face-to-face). Online learning contains learning activities that assess progress toward the learning outcomes, and face-to-face sessions focus on complex elements that require discussion.
The next upgrade is planned if the regulation on asylum and migration management is adopted.
