According to the definitions of the terms ‘refugee’ and ‘person eligible for subsidiary protection’, the personal scope of the QD is limited to third-country nationals or stateless persons. 

‘Country of origin’ refers to the country or countries of nationality or, for stateless persons, to the country of former habitual residence. The person should be outside the country of origin.
